Sustainable Forest Management Concepts CHAPTER 2 LITERATURE REVIEW 2.1 Background of SFM The sustainable forest management idea has been promoted for the past 20 years in government of Sabah since 1989 but there had not been any serious attempt to put such idea into any effective practice. To solve this challenge, the BN State Government ensured that SFM is implemented in all future forest related activities (SFD, 1998). Seven main elements of SFM which act as a reference framework for sustainable forest management are the extent of forest resources; forest biological diversity; forest health and vitality; productive functions of forest resources; protective functions of forest resources; socio-economic functions of forests; and the legal, policy and institutional framework (Sarre Sabogal, 2013). All the main stakeholders involved in forest management such as: forest managers, government, non-government organizations (NGOs) and other stakeholders need to understand what is SFM mean in order to work together to achieve the objectives (Higman, 2005). FAO had studied almost 80 cases of successful SFM implementation which shown the economic, social and environmental benefits that can be achieved under SFM (Sarre Sabogal, 2013). One of the efforts in practice of SFM is adopted and implemented principles of sound forest management at Deramakot Forest Reserve in Sandakan. The Deramakot Forest Reserve is FMU No.19. It had covered 55,083 hectares of mixed Dipterocarp forest in the east of Sabah (Mannan, Awang, Radin, Abai Lagan, 2002). In 1989, Malaysia- German Sustainable Forest Management Project was extended to Sabah and conducted in Deramakot Forest Reserves. The main goal of this project is to apply an ecologically and scientifically substantiated forest management system (Mapa, 2003). This project was undertaken by the Sabah Forestry Department with the help of forest resource management such as stock inventory, reduced impact logging (RIL), the skyline yarding system, forest rehabilitation and silviculture. Due to the successfu l of SFM at Deramakot, in September 1997, the state Government had an agreement with 10 organizations from private sector which became active partners of the Government to ensure that the SFM practice at Deramakot is extended to other commercial forest areas in Sabah (SFD, 1998). According to Li (2014), SFM aims to ensure that the goods and services derived from forest meet peoplesââ¬â¢ needs meanwhile maintain their continued availability and contribution to long-term development. Over the last 10 years, China has made a great amount of achievements in the forest sector based on sustainable forest management concept. For example, China had ranked the sixth in the world in terms of forest stock volume, following by Brazil, Russia, Canada, the United States of America and Democratic Republic of Congo. All these examples show that sustainable forest management concept can help to maintain ecosystem balanced. 2.2 Forest Management Unit (FMU) FMU is clearly defined as forest area which managed to a set of explicit objectives based on a long term management plan. SFM is divided all the commercial forest areas into 27 blocks called Forest Management Units (FMUs). Each FMU is about 100,000 hectares wide (Toh Grace, 2006) and every unit will be managed by selected companies (Mapa, 2003). Currently, the level of the FMU in Peninsular Malaysia is an individual state; in Sabah the FMU area will cover by each Sustainable Forest Management License Agreement (SFMLA); while in Sarawak, the FMU is an individual concession area (Ng, Tong Lim, 2002). 2.3 Forest Management Plan (FMP) FMU divided their forest area into severe compartments. Each compartment has to prepare its own FMP. A FMP is a strategic plan that can provide an overview or description of the forest area and the basis activities for monitoring the forest (Armitage, 1998). FMP can also name as medium-term forest management planning which have a minimum duration of 10 years (Kleine Heuveldop, 1993). FMP translates the forest policy and prepared a well operational program for regulating forest activities. A FMP should include description of forest resource base, the management actions of the resources, review at the mid-point of the plan, review in the final year of the plan and the preparation of a new plan when the present plan expired (Armitage, 1998). FMP is an important strategy which conducted by FMU to well manage the community forest and bring benefits to local communities. 2.4 Community Forestry Community forestry is a village-level forestry activity which also can be defined as the participation of local communities in the planning, establishing, managing and harvesting of forest crops in a forest, so they can receive a major proportion of the socio-economic and ecological benefits from the forest (Nixon, Herbohn Harrison, 2001). The participation of local community is very critical to promote sustainable livelihoods and maintain forest resources (Murdiyarso, 2006). According to Metha (2002), both India and Nepal have a wide variety of forests. At that time, the use of forest is controlled by local communityââ¬â¢s traditions. However due to massive loss of forest, the governments of India and Nepal began to take over the forest management authority in the late 1980s. This cause the local communities lost their stewardship. As a result, the community forest programs are implemented to give communities financial stake so they have an incentive to preserve the forest. In 1988, the master plan for Nepalââ¬â¢s program was adopted which states that the forest administration should allow people to have full control over the forest. 2.5 Issues during implementation of SFM concept According to Hickey (2004), during evaluating progress in monitoring and reporting information for SFM, some issues related to forestry such as: trade considerations, socio-economics conditions, forest resource characteristics and forest land ownership need to be considered. There are some challenges faced by local communities who living in the forests for manage the forests sustainability. For example, lack of available land especially those peoples with no legal claim to their native customary right (NCR) of land within forest reserves. These communities are limited from clearing additional land for their use (Toh Grace, 2006). Local communities argued about the forest boundary. They are restricted to enter into the forest to collect forest products (Lintangah, 2013). According to Lintangah (2013), another issue that faced by local communities during implementation of SFM concepts is the relationship with the FMU holders. Local communities have a low level of cooperation because they lack of consultation from FMU holders and some FMU holders begin their activities without permission of local communities. Besides that, lack of understanding about SFM concept among local communities also becomes an issue during implementation of SFM. SFM implementation also brought some impacts to locals such as lack of infrastructure development and maintenance for example road; lack of provision of job opportunities to the local communities and environmental pollution. Richards Yaron (2003) stated that the main problem or issues for sustainable forest management is the failures of market and policy which cause more profitable to cut down trees than to retain or manage them. All these challenges or issues can cause limitation of use right among local communities and occurred conflicts between local communities and forest managers (Duguma, Hager Gruber, 2009). To solve all these conflicts between stakeholders, SRM approaches should be conducted. It is important to conduct a study about the perceptions of communities towards SRM approaches which can help to solve the issues during SFM implementation. Based on Wang (2008), perception is the insight or intuition gained by perceiving. It can be defined as the sixth sense of human beings. Perception is an important cognitive function that can determine personality. 2.6 Stakeholder Relations Management (SRM) The stakeholder relations management approach refers as the framework for analyzing and evaluating a corporationââ¬â¢s relationship with external groups to achieve ââ¬Å"win-winâ⬠situations that can benefit everyone (Lintangah, 2013). However, there are usually occurs winners and losers in a complex situations. As a result, stakeholder management approach is conducted for planning and implementing collaborative relationship to obtain win-win outcomes among stakeholders. SRM approach is a response to the growth and progress of corporations to understand how the corporation operates with their stakeholders (Lintangah, 2013). An effective SRM can well-managed the relationship among stakeholders for mutual benefits (Post, Preston Sachs, 2002). The six steps that focus in stakeholder management approach are first identify key stakeholders, describe their stakes in the organization, determine if those stakes are significant, evaluate the opportunities and challenges, determine t he organizationââ¬â¢s responsibility to the stakeholder, and finally create relationship strategies (Shannon Thomas, 2015). One of the examples of SRM approaches is Corporate Social Responsibility (CSR) which means ââ¬Å"a voluntary management system used by the companies to incorporate a variety of social, environmental and economic pressures into their business operations and their interaction with their stakeholdersâ⬠(Lintangah, 2013, p.36). Stakeholder management approaches can help to solve problems related with SFM implementation. Most of the stakeholders feel that the dialogue is one of the useful tools in dealing with their claims and interests besides media and technology. It can solve the conflicts among stakeholders through communicating, negotiating, contracting, managing relationships and motivating (Freeman, 2004). The SRM approaches that conducted under SFM at FMU level included community forestry, joint forest management, CSR programmes, inter-agencies involvement, and contract forestry that will promote and support the SFM implementation at the FMU level. According to Lintangah (2013), the supporting tools for SRM include the Forest Management Plan, Annual Work Plan, related government policies at the state and federal level, the Forest Enactment of 1968, and the Environmental Impact Assessment (EIA). 2.7 Sustainable Forest Management License Agreement (SFMLA) In September 1997, Sustainable Forest Management license Agreement (SFMLA) which is valid for 100 years is formed and replaced the timber license agreement (Toh Grace, 2006). On 10 September 1997, 10 companies had signed SFMLA with the government to show their cooperation in forest management. They were: Yayasan Sabah; Idris Hydraulic (Malaysia) Bhd; TSH Resources Bhd; Sapulut Forest Development Sdn Bhd; Bugaya Forest Sdn Bhd; The North Borneo Timber Corporation Berhad; Modern Innovation Realty Sdn Bhd; Anika Desiran Sdn Bhd; Bornion Timber Sdn Bhd and Timberwell Bhd (SFD, 1998). SFMLA holders are responsible for forest planning, forest inventories, preparation of forest management plans, implementation of the SFM, the establishment and maintenance of infrastructure, the security and protection of the FMU area, the protection and conservation of the unique environment within the SFMLA area, support financial of all the expenses and the accommodation of local communitiesââ¬â¢ interests (Lintangah, 2013). Under SFMLA, licence holders have to implement community forestry (CF) projects within their respective FMUs. All the companies have to submit annual work plans and harvest plans for each logging plots based on reduced-impact logging systems. All the management and operational plans, especially monitoring the activities of licence holders had to approve by Forestry Department (Toh Grace, 2006).

Wars are Not Good for the Economy Essay -- Economics War
One of the more enduring myths in Western society is that wars are somehow good for the economy. Many people see a great deal of evidence to support this myth, after all World War II came directly after the Great Depression. This faulty belief stems from a misunderstanding of the economic way of thinking. The standard "a war gives the economy a boost" argument goes as follows: Let's suppose that the economy is in the low end of the business cycle, so we're in a recession or just a period of low economic growth. The unemployment rate is high, people may be making less purchases than they were a year or two ago, and overall output is flat. But then the country decides to prepare for war! The government needs to equip its soldiers with the extra gear and munitions needed in order to win the war. Corporations win contracts to supply boots, and bombs and vehicles to the army. Many of these companies will have to hire extra workers in order to meet this increased production. If the preparations for war are large enough, large numbers of workers will be hired reducing the unemployment rate. Other workers may need to be hired to cover reservists in private sector jobs who get sent overseas. With the unemployment rate down we have more people spending again and people who had jobs before will be less worried about losing their job in the future so they'll spend more than they did. This extra spending will help the retail sector, who will need to hire extra employees causing unemployment to drop even further. A spiral of positive economic activity is created by the government preparing for war, if you believe the story. The flawed logic of the story is an example of something economists call The Broken Window Fallacy. The Broken ... ... a factor of production which will certainly help economic growth. 2. Stability and Economic Growth in the Middle East If peace can somehow be established in the Middle East, the U.S. government might not have to spend as much money on the military as they do now. If the economies of the countries in the middle east become more stable and experience growth, this will give them more opportunities to trade with the United States, improving both the economies of those countries and the U.S. Personally I do not see those factors outweighing the short term costs of the war in Iraq, but you can make a case for them. In the short term, however, the economy will decline due to the war as shown by the Broken Window Fallacy. Next time you hear someone discuss the economic benefits of the war, please tell them a little story about a window breaker and a shopkeeper.

Assess the View That Life in a ‘State of Nature’
The state of nature Is the term used to describe a lawless state of human behavior, wherein all people are free of legal and moral restraint. It would create a state where all people would be able to act on their wants and desires without fear of punishment from a governing body, as there wouldn't be one, and that man would only have to fear the retaliation from other people against their actions. In this essay, I will be outlining the views of both Hobbes and Locke on the state of nature and drawing a conclusion from their opinions.Hobbes' view on the state of nature is that such a thing would lead only to a state of war. He believed that without moral or legal constraints, mankind will simply pillage, murder, and plunder In order to get what they desire, regardless of the views of others. In a state of war, man will use power as he sees fit In order to survive and with no clear definition of rights or duty, each Individual will be free to Judge the rights and duties of others and of themselves.There will be no duty to keep other people safe and out of harm and no-one will have the explicit right to live or to keep heir property. If another claims that you hold something he needs to survive, you would have no right to deny him as there is no law or right outlining that it was yours and yours alone. As our desires are never satisfied and we have a continuous want of things, man will continue to overturn others if it means he gets what he wants in life, whether or not he truly needs it.He believes in the state of nature translating to a state of anarchy, as no human will ever be satisfied with what they have and will always strive for more. Hobbes claims that In a lawless state, we may not wish direct arm onto others, but we will be constantly aware that other people may wish to harm us. In order to prevent being the volt, we would attack first In order to stay alive, thus becoming the aggressor. Self-preservation In a lawless state, In Hobbes' opinion, would o nly ever lead to conflict as man turns on man In order to keep themselves alive.Due to this, we would never trust another person and the lack of alliance or allegiance would lead to us all being equally vulnerable. So despite the lack of rights or duty, each of us are equal in a state of nature, as we are all equally able to be pushed over by the person beside us, whether they are friend or otherwise. Hobbes is very much in agreement that living in a state of nature would be truly awful. Locke, however, doesn't completely agree.He doesn't believe ââ¬â as Hobbes does ââ¬â that scarcity In society and living in a state lawlessness would lead to man killing man In order to stay alive. He believes that people will provide themselves with natural moral principles that we are all inclined towards. Locke drew this belief from his belief in God and the creation of Man and all things on the Earth. By this logic, we have a duty to protect others from harm. We are therefore obligated, as God's creations, to punish those that cause harm to others, and those principals would be our natural obligations.He also believes that we cannot claim property unless our labor helped create what is on the land, but we still have no lawful right to it and the supposed right to it is not dependable. He proposed that removal from a state of law would create a form of democracy among men where they would govern themselves and keep themselves in equal measure in order to create a fair semblance of society. Locke thinks that society can exist in a state of nature and exist informally, so he disagrees with the statement that living in a state of nature would be awful in any sense.He believes that people can and will work together to protect themselves and each other as we have an obligation to care for other people as a natural instinct. By Locker's reasoning, man would eventually enter into an unspoken social contract and form a crude government to better protect their rights and pro mote organization in their society. I believe that although a state of nature would initially lead to man taking whatever he pleased from others and doing what he had been previously unable to do, eventually a form of society would emerge.People cannot continue without governing themselves and eventually they would create some form of law in order to govern themselves and protect their rights and duties. Initially living in a state of nature would be awful because there would be the breakaway from lawful restraint and that new freedom would lead to complete uproar as the population of the world indulged in all they had been unable to do. I still, however, believe that Locker's state of things would prevail and that man would find a way to organize themselves in order to survive and beat the inevitable scarcity.

Kudler Fine Foods Network Overview Essay
Introduction One of the considered ââ¬Å"best fine food storesâ⬠around is the Kudler Fine Foods. However, Kudler is in serious need of a network infrastructure upgrade of their old one. To introduce the latest technologies in data collection; company communication; and information protection while providing the best data speeds and network access; are the main goals of the enterprise network. This huge step is significant as this will increase the revenue and will reduce the costs of operation throughout the Kudler Fine Foods stores. Kudler Fine Foods will go back up to technological speed as the network upgrade is completed, while at the same time improving the way they keep track of inventory and sales by using data mining techniques, which will be collected and analyzed in real time. Network Overview The review of the current network used at Kudler Fine Foods was able to determine that the network topology that is being used is the bus topology. The bus network is set-up in such a way that all the network components are connected via CAT5 to the bus or communication line. This configuration is true at sites in the corporation for their workstations, servers, and standalone UPS. A 56k modem is the device that is used by all of the networks communicating to the internet. Although the bus network is very reasonable when it comes to cost, the downfall is that when the backbone goes down, the entire network can encounter an outage that is very difficult to troubleshoot. Another disadvantage this network is the occurrence of signal collision. This happens when two systems are sending signals at the same time to one another, collides with each other and causes to drop both signals. To solve this problem, CSMA/CD (Carrier Sense Multiple Access with Collision Detection) technology will be set-up in the network, which will put the network into a listen mode before sending, to prevent collisions from taking place. Network Response time The current network is experiencing lack of response time and latency due to the use of 56k modems installed at all of the sites. The major goal of the upgrade is to respond to the critical issue of speed performance and possible network outage when there are no other mean of communication exists in case the modems went down. The use of outdated system hardware and software, including the modem and operating system of computer, are seen as the main cause of the problem in terms of response times, latency, and jitter that in the entire network. Response time is being measured by the time that the network takes to respond to command of the users. The slow response time is happening because the host systems at all sites are running only with Window 98 and Pentium II processors, which are over 10 years old. The available bandwidth is related to the latency and jitter issues that are being seen over the network. ââ¬Å"Jitter is defined as the amount of variation or randomness in latency or response time, measured in millisecondsâ⬠(What is jitter?, 2006). The 56k modem provides up to 56,000 bps of speed only, which is very slow response time, thereby causing low bandwidth. Another reason is that all of the servers on the Kudler network are running Windows NT with Pentium III processors only. By upgrading the hardware, updating the software, and installing a T1 line which can offer a speed up to 1.544 Mbps (27 times faster than the old modem), the major problems can be solved. By then, the network performance can cope up with all the real-time information coming from all the Kulder Fine Foods locations which will result to better sales and inventory tracking. This will give great improvements from the existing network and will provide an uptime of up to 97%. Traffic Analysis Traffic analysis is used for detecting network intrusions to be able to determine response time and latency that is taking place. Traffic analysis concerns more on the security of the network than the protocol being used. It will be able to detect about when and where a latency issue is taking place. Traffic analysis is being done through command line tools to provide the vital information about the network latency. Wire Shark will be used to allow deep packet level analysis of the network and to mitigate possible network latency problems. Ping is also used to provide the user the ability to check the network conductivity from the workstation to a specific node or internet site. Trace Route is still another utility that can show the full connection path between the userââ¬â¢s workstation and the desired destinationà system being reached. The use of these tools can decrease the amount of time of an outage on a network by identifying which devices are not passing on the packets and where the packets drops are taking place. The ability to detect an outage before it results to a bigger issue would be the best case scenario for any network. Kudlerââ¬â¢s network will be implementing Nagios. It ââ¬Å"Nagios is a powerful IT management system that lets an organization to easily identify and resolve problems in IT infrastructure before it can greatly affect the critical business processesâ⬠(Nagios, 2012). Nagios provides a system that gives alerts whenever a network device is detected acting abnormally, thereby providing a fix immediately. One network can live without the help of traffic analysis tools but it would take a huge amount of man-hours to pin point where in the network the problem exists. Networking Standards It is very important that a network is following and applying the right standards in connecting and sharing information. Open standards allow connecting and sharing information possible because it allows everyone using different technology such as NIC (Network Interface Card) to connect to the internet via CAT5 (Category 5) cable. Using new technology standards can be beneficial but can also give a lot of disadvantages when not using the open standards because it can cause incompatibility with other existing devices. Kudler Fine Foods needs to follow the networking standards issued by the standard-giving bodies as follows: IEEE (Institute of Electrical and Electronics Engineers) WECA (Wireless Ethernet Compatibility Alliance) IETF (Internet Engineering Task Force) The IEEE (Institute of Electrical and Electronics Engineers) is the organization that sets the standards for all networks. Wireless networking standards also fall under this organization. The IEEE has a wide library of information and standards which will be very valuable for the new network. WLAN is also incorporated into this network that is why WECA standards are also worth including. The WECA standards are applied ââ¬Å"ensuring the cross-vendor compatibilities of 802.11b wireless-networking hardware andà softwareâ⬠(Kozierok, 2005). If these wireless standards were not applied properly to the network, then the individual wireless users would not be able to connect properly. The IETF (Internet Engineering Task Force) plays a very important role in networking as they are the one who issues standards on how to communicate via TCP/IP. These standards and standards-giving bodies need to work together so that network can perform in its fullest potential. Protocol and Security overview Security plays a vital role in the network of any company. The advancement in the hardware and software being used by the network is useless, and costly acquisition and installation are non-sense, if these were no properly secured. To provide the security needed by the network, it is very important to choose the correct communication protocols and individual protocols (under the communication protocols) to be used. For example, TCP/IP (Transfer Control Protocol/ Internet Protocol) is a communication protocol, but within the TCP/IP are protocols that allow for network communication to take place such as port 80 or HTTP (Hypertext Transfer Protocol). These protocols are properly chosen based on the characteristics and ability of the devices acquired for the network. The TCP/IP operates at layers 3 and 4 of the OSI model. The new enterprise network will be using WAN which will connect all the sites with their individual WLANs. Again, choosing the right protocols is essential to the security and performance of these networks. WPA2 Enterprise, which is the most recommended encryption used to secure a wireless network, will be used for the WLAN. WPA Enterprise utilizes 802.1x authentications by means of a RADIUS server. RADIUS server, ââ¬Å"is a client/server protocol and also a software, which enables servers that access remotely to communicate with a central server to make authentication of dial-in users and authorization of their access to the requested system or service possibleâ⬠(Thomas & Oosten, 2006). This will provide user account certificate-based authentication to take place and will form signal-based authentication on to the wireless network. The protocol that is applicable to this implementation is Port 443 or HTTPS (Hypertext Transfer Protocol Secure), which uses SSL (Secure Sockets Layer) over HTTP, which will encrypt any communication going over this port. The use of this protocol willà prevent network sniffing from unwanted entities and will provide DLP (Data Loss Prevention). Another implementation is the ability to connect to one another via VPN (Virtual Private Network). This will allow a secure communication tunnel to all of the sites using the enterprise network. The VPN connection will have the ability to be accessed anywhere by just setting up an additional high speed internet. The VPN is also significant as it will allow the systems to have back-up system on a central server and provide redundancy of connection in case the main internet connection goes down. Almost everything that will be implemented in the new enterprise network is new technologies but the basic phone line should not be taken for granted. Either VoIP or Centrix can be used for the implementation of the phone line. VoIP (Voice Over Internet Protocol) ââ¬Å"is using RTP, UDP, and IP to/from a Skinny Client for audioâ⬠(RADCOM Academy, 2012). The Skinny protocol is used by Cisco devices. VoIP systems can cost a little more expensive due to the total ownership of the systems once purchased. This is an extra overhead for Kudler, so choosing Centrix system is a better option because the company will not be taking on the cost of the system, but only the cost of the service, thereby incurring less overhead and saves money. To conclude, Kudler Fine Foodsââ¬â¢ new enterprise network will bring the best choice of hardware, software and service in terms of cost and quality of performance to perform the collection of data, communication, and protection of information vital to the company. This will also increase the revenue and will reduce the operational costs at all Kudler Fine Foods stores.
